  • Populations: Up to 5,000

  • Ideal For: Cities and rural districts

  • Deliverables Include:

    • Expense and revenue analysis

    • Final report to board/council

  • Cost: 3,000 per utility service.

Tier 2 - Mid-Size Cities & Districts

  • Populations: Up to 10,000

  • Ideal For: Growing communities with capital needs

  • Deliverables Include:

    • 3-year revenue analysis & financial plan

    • Comparison with similar jurisdictions

    • Operation expenditure analysis

    • Final report & presentation to the board/council

  • Cost: 4,000 per utility service

Tier 3 - Larger Cities & Districts

  • Populations: Up to 15,000

  • Ideal For: Larger complex organizations with capital plans

  • Deliverables Include:

    • 5-year revenue requirement & financial plan with capital outlay and reserve requirements

    • Comparison with similar jurisdictions

    • Revenue, expenses, and debt analysis

    • Final report & presentation to board/council

    • Public engagement presentation

  • Cost: 6,000 per utility service
