Small Cities & Districts

  • Populations: Up to 5,000 residents

  • Ideal For: cities and small rural districts needing a compliant rate review to maintain fiscal health.

  • Deliverables Include:

    • 3-year revenue requirement analysis

    • Basic rate design evaluation (uniform/simple tiered rates)

    • Debt service coverage, operations & maintenance expense analysis

    • Summary findings memo & presentation to the board/council.

  • Cost: $2,500 per utility service

Tier 2
Mid-Size Cities & Districts

  • Populations: Up to 10,000 residents

  • Ideal For: Growing communities requiring a financial plan and standard cost of service allocation models.

  • Deliverables Include:

    • 5-year revenue requirement & financial plan that includes a 5-year Capital Improvement Plan (CIP) and reserve fund targets.

    • Rate structure review & design fixed and/or consumption rates.

    • Comparison review with 5 other jurisdictions.

    • Debt service coverage analysis

    • Rate study financial report

    • Public engagement support for up to 2 meetings.

  • Cost: $4,000 per utility service

Tier 3
Larger Cities & Districts

  • Populations: Up to 20,000 residents

  • Ideal For: larger municipalities managing complex capital replacement schedules

  • Deliverables Include:

    • 10-year revenue requirement & financial plan that includes a 10-year Capital Improvement Plan (CIP) and reserve fund targets.

    • Rate structure review & design of fixed base charges and/or volumetric consumption blocks.

    • Debt service coverage and operations & maintenance expense analysis

    • Rate study financial report

    • Public engagement support for up to 3 meetings.

  • Cost: $6,000 per utility service

  • Scope Limits: Purely advisory, no direct execution or deliverables

  • Price Range: Up to $2,000/month

Tier 2 - Partner

  • Ideal For: Growing communities with established teams working towards specific milestones or operational overhauls

  • Deliverables Include:

    • 1× 60-minute monthly video conference or weekly 15-minute check-in conference

    • Q&A support via email; guaranteed 24 hour response time
